In this appeal, the City of Fort Lauderdale (City) challenges a workers' compensation order awarding payment of medical bills and restoration of sick leave. We reverse.

The claimant, a forensic detective for the City, filed a claim for workers' compensation benefits following her injury in an automobile accident on November 20, 1986. The undisputed facts are that claimant was driving her personal vehicle to work when she was struck from behind...
