STATEMENT OF THE CASE

PITTMAN, Justice, for the Court:

On June 9, 1989, the Mississippi Commission on Judicial Performance, through its Executive Director, filed a sworn formal complaint against two sitting justice court judges serving in Pearl River County, Mississippi. This appeal pertains only to one of those judges, Richard A. Cowart. The allegations were basically that the judges "fixed" tickets; failed or refused to sign the dockets of their courts...
