In this expropriation proceeding, the State of Louisiana, Department of Transportation and Development (hereafter DOTD) appeals the judgment of the trial court which awarded severance damages to Daniel Regard, Margaret B. Regard, Joseph Regard, and Julie B. Regard (hereafter the Regards) for 444.099 acres of property landlocked by I-49.
