Ronald Bird failed to pay a judgment rendered against him in a civil action for damages arising out of an automobile accident. Pursuant to statutory authority, at the request of the judgment creditor the Idaho Department of Transportation sent by certified mail a letter to Bird, stating that the Department would suspend Bird's driving privileges fourteen days from the date of the letter, and that the suspension would continue until the judgment...
