Appellants, Lone Star Salt Water Disposal Company and its parent corporation, Texasgulf, Inc. ("Lone Star"), challenge the judgment of the district court affirming a 1979 order of the Texas Railroad Commission ("the Commission"). The Commission ordered Lone Star to clean, backfill, and compact three pits filled with oil and salt water residue and to dispose of the oil and residue.
