This matter comes before the court for a hearing pursuant to 18 U.S.C. § 4241 to determine the competency of the defendant. On December 14, 1989, the court had ordered that the defendant be examined pursuant to the provisions of 18 U.S.C. §§ 4241(b) and 4247(b) so that a determination could be made as to whether the defendant is suffering from a mental disease...
