Plaintiff, Patrick Dix, was terminated from employment with the Lake Charles Police Department (LCPD) effective September 14, 1984 for comments he allegedly made about Police Chief Sam Ivey and Corporal John Pape in connection with the arrest of Lake Charles Councilman Will Belton.
