In January, 1985, Ridings1 (defendant) was employed as an investigator in the Lane County District Attorney's office. He had been a sergeant in the county sheriff's office before becoming an investigator. Early in January, he and two other investigators were told that their positions would soon be eliminated and that they would be discharged. The three were discharged in February.
