The appellant, Julia Rowe, has appealed from the judgment of the Rockcastle Circuit Court which upheld the decision of the appellee, Cabinet for Human Resources (hereinafter the cabinet), to terminate her benefits under the Aid to Families with Dependent Children (AFDC) program.
