ARMSTRONG, Judge.

Plaintiffs, Greta and Wesley Broadbridge, appeal the trial court's granting of a motion for summary judgment in favor of defendant, the State of Louisiana, through the Department of Transportation and Development (the "DOTD"). We now reverse.

Plaintiffs were involved in an intersectional collision with defendants, John and Catherine Perez, in Chalmette, Louisiana. Plaintiffs filed suit against the Perezes and their insurers, and the DOTD...
