In this lawsuit, plaintiff CSX Transportation, Inc., commonly referred to as "CSXT," claims that an ordinance passed by defendant City of Thorsby, Alabama, limiting the speed with which trains may travel through the city, is preempted by the "FRSA," the Federal Railroad Safety Act of 1970, 45 U.S.C.A. §§ 421, 431-441, 443-444.
