Nolan Anthony Schouest appeals the dismissal of his second petition for a writ of habeas corpus. He raises six issues in his second petition, filed in 1989, almost all of which were raised by Schouest in his first petition, filed in 1981. The district court, adopting the report and recommendation of the magistrate to whom the case had been assigned, dismissed Schouest's second petition as an abuse of the writ, and, alternatively, denied it...
