This matter is before the Court on cross motions for summary judgment. Plaintiffs contend that the defendant Farm Credit Administration ("FCA") unlawfully rejected their applications to amend their charters pursuant to sections 2.0 and 2.10 of the Farm Credit Act of 1971 ("Act"), as amended, 12 U.S.C. §§ 2071(b)(8)(D), 2091(c)(4).
