These consolidated cases are again before us on a writ application by the defendant, the Louisiana Department of Transportation and Development (DOTD), involving a plea of prescription. We originally granted a writ, reversed the trial judge, found that the claims asserted by the plaintiffs against the DOTD had prescribed, and ordered the dismissal of the suits.
