YOUNG, Chief Justice:

Respondent Simon & Tucker, Inc. applied to the Clark County Liquor and Gaming Licensing Board for gaming licenses for its businesses, Phoenix Pub and Phoenix Liquors. The businesses are part of a new shopping center which is across the street from a junior high school.
