On May 16, 1984, Lonnie Rivers was proceeding north on North Galvez Street in New Orleans. As he approached the intersection of North Galvez with Barracks Street, an ice cream van operated by Bruce Alexander was travelling east on Barracks Street at a high rate of speed. The stop sign which should have controlled eastbound traffic on Barracks Street was missing. Rivers' car and the ice cream van collided...
