On June 3, 1988, agents of the Department of Alcohol, Tobacco and Firearms received a tip from an informant that David Gallman, a convicted felon, had firearms in his automobile. They were told that Gallman intended to sell the firearms (which were stolen) after transporting them across state lines. On June 6, 1988, the ATF agents set up a sting.
