This dispute, between Monroe Service Company ("Monroe") and the Farmers Home Administration ("FmHA"), arose from the parties' conflicting interest in the 1985 crops grown by James and Mary Ellen Zieger and sold by the Monroe County Sheriff on November 6, 1985, for $22,742.
