In this medical indigency case we are called upon to determine whether Owyhee County complied with the requirements of I.C. § 67-5215 requiring findings of fact and notice. Omar Cortez appeals from the district court's decision dismissing his appeal from the denial by Owyhee County of a medical indigency application.
