Pasco County appeals a final judgment which enjoins its enforcement of waste disposal ordinances against Tampa Farm Service, Inc. The trial court determined that the activities of Tampa Farm were protected under the Florida Right to Farm Act, section 823.14, Florida Statutes (1987).
