This appeal, involving a question of statutory interpretation, would be a classic jigsaw puzzle but for one thing: a jigsaw puzzle invariably arrives in a box, the cover of which displays a clear picture of what will materialize when the pieces are properly assembled. This case is different because the question comes to us in a plain wrapper, as it were, bereft of previews of coming attractions. The lack of graphics proves in the end, however...
