This civil rights action arises out of incidents that occurred in and around San Antonio, Texas on January 9, 1987. Plaintiffs Kenneth Mouille (Mouille), Leroy Liberda (Liberda), Grace Rollins, and Laurie Rollins sued Timothy Britt (Britt), Mark Jackley (Jackley), Douglas Faesler (Faesler), and the City of Live Oak, Texas alleging violations of 42 U.S.C. § 1983.
