Jeffrey Allen Steil appeals an order of the District Court1 granting the government's 18 U.S.C. § 4246 (1988) petition. We affirm.

Born in 1962, Steil has a long history of psychiatric problems. He began having auditory hallucinations at age six and attempted suicide in 1981 and 1985. Also in 1985, shortly after identifying his father as the Green River Killer, Steil had intercourse with his puppy. He...
