Barry Alan Robbins ("Robbins") appeals the district court's dismissal of his petition for habeas corpus. In his petition, Robbins alleged that his constitutional rights were violated when he was transferred from a community treatment center ("CTC") to a federal prison camp at Lompoc, California.
