On September 25, 1989, Stephen Ludley was driving his motor vehicle on Interstate 380 within the city limits of Cedar Rapids, Iowa. He was stopped by an officer of the Linn County Sheriff's Department for speeding. In the officer's opinion, Ludley had a strong odor of alcohol on his breath and showed outward signs of insobriety.
