Relator Donald Jongquist seeks review of a decision by respondent, the Minnesota Department of Jobs and Training, Division of Rehabilitation Services (DRS). The DRS determined that Jongquist was required to obtain a student loan to pay for a portion of his rehabilitative training costs authorized by the DRS.
