In the court below, the district judge approved a magistrate's recommendation that the State's Attorney of Cook County be replaced by a private attorney to represent Sheriff James O'Grady in a proceeding to vacate a consent decree and injunction prohibiting a variety of patronage hiring and promotion practices.
