In 1986, petitioner Gilbert Di Lucia purchased approximately 290 acres of vacant land in the Town of Westford, Otsego County, and created the Cooper Hills Estates housing development. Before constructing roads within the development, Cooper Hills Estates' construction supervisor solicited and obtained from the Town Highway Superintendent the latter's opinion that as long as appropriate turning circles were provided, no problem plowing...
