The Office of Public Utility Counsel (OPUC) appeals the district court's judgment that affirmed the Public Utility Commission's order in Docket 7289. In Docket 7289, the Commission granted West Texas Utilities' (WTU) request for deferred accounting treatment for certain costs related to a new generating plant, Oklaunion Power Station Unit No. 1 (Oklaunion).
