PER CURIAM:

These are consolidated appeals1 from a judgment retroactively increasing certain state employees' salaries in Case No. 20130 (State vs. Hutchings), and from a denial of a petition for a writ of mandamus compelling the state to increase certain state employees' salaries in Case No. 20158 (Rikalo vs. State). For the reasons set forth below, we reverse the district court's judgment in Case No. 20130, and affirm...
