Donald Chepko (Chepko) was employed by the Carroll County Board of Education (Board) as a floating custodian who moved between schools in the county, filling in for permanently assigned custodians who were absent. On October 28, 1985, while on his way to a school to perform his custodial duties, Chepko was involved in an automobile accident. As a result of the accident, Ruth and Gilbert Sheets filed suit against Chepko and the Carroll County Board...
