Floyd D. Arrington (Arrington) appeals from a summary judgment entered in favor of the County of Dallas (the County) and Constable Jack Richardson (Richardson). All parties moved for summary judgment. The trial court granted the motion for the County and Richardson, but denied Arrington's.
