Donald Waldrup, an inmate serving a fifteen-year sentence in the Avon Park Correctional Institution for crimes he committed in 1980 and 1982, petitions this Court for writ of habeas corpus. He alleges that the 1983 amendments to Florida's gain-time statutes1 are being applied retroactively to deprive him of an earlier release from prison, in violation of one of the ex post facto
