The Secretary of Administration (secretary) brought a complaint in the Superior Court seeking to vacate or modify an arbitrator's award which indicated that certain employees of the Department of Public Works (DPW) were entitled to additional compensation for work performed. See G.L.c. 150C, §§ 11, 12 (1988 ed.). The Massachusetts Organization of State Engineers and Scientists (union) filed an answer and moved to confirm the award. See G.L.c...
