STATEMENT OF THE CASE

RATLIFF, Chief Judge.

John Burley Scales, Betty DeWitt Scales, Mark S. Krantz, and Jo Ann Krantz (collectively "Landowners") appeal the Vanderburgh Superior Court's dismissal of their complaint for declaratory judgment. We affirm.
