The sole issue presented by this appeal is whether the trial court was correct in finding that a village ordinance enacting an occupational license tax was not validly adopted, pursuant to La.R.S. 33:406 B(1) and (2), because it was both introduced and adopted at the same meeting of the governing body of the village.
