The National Labor Relations Board requests this court to enforce its order directing Raytheon Company to bargain with the Raytheon Guards' Association. Raytheon opposes the order on the ground that the Board exceeded its discretion by directing self-determination elections among the eight guards at two of Raytheon's New Hampshire facilities and by treating a vote for the Union as a vote for inclusion in the existing bargaining unit of Raytheon...
