The plaintiff, Walter L. Fletcher, Jr., has filed an application for attorney's fees and costs. Fletcher sued Officer Anthony O'Donnell and the City of Allentown under 42 U.S.C. § 1983, claiming violations of his civil rights due to the allegedly excessive force used by Officer O'Donnell in his arrest and the absence of probable cause for that arrest.
