POWERS, Justice.

Four school districts appeal from a trialcourt judgment that dismisses for want of jurisdiction their suit for declaratory judgment against the Commissioner of Education, William N. Kirby, and the Texas Education Agency.1 We will reverse the judgment and remand the cause to the trial court for proceedings not inconsistent with our opinion.
