James V. Elwood, the plaintiff, has appealed from an award on rehearing by a three-judge panel of the Workers' Compensation Court. The defendants, Panhandle Concrete Co. (Panhandle) and The St. Paul Property and Liability Insurance Co., were ordered to pay benefits and medical expenses.
