BREYER, Circuit Judge.

Gerald Clemente, a former police officer, masterminded a scheme to steal advance copies of police department promotion exams and sell them to policemen intending to take the exam. He carried out this scheme, at different times, between 1976 and 1984. In 1986, the federal government indicted him and others for mail fraud and related crimes. We upheld the ensuing convictions.
