PADGETT, Justice.

This is an appeal by the State of Hawaii (State) and the Department of Human Services (DHS) (collectively State) from an order denying in part a motion for judgment on the pleadings or alternatively for summary judgment. No interlocutory appeal was allowed to the State, but it nevertheless contends that we have jurisdiction, under the collateral order rule, because any order denying a motion which is based upon the doctrine of sovereign immunity...
