The defendants, John Galinac, Roberta Pisle, and the Township of Swatara, have moved to dismiss plaintiffs' complaint pursuant to Fed.R.Civ.P. 12(b)(6). Plaintiff, Todd M. Grier, instituted this action on behalf of himself and his minor daughter, Jocelyn E.
