In this appeal involving city-county relationships, we consider whether the trial court erred in granting a county's petition for partial immunity from annexation by two adjoining cities.

On April 4, 1985, the City of Petersburg filed a notice with the Commission on Local Government, pursuant to Code § 15.1-945.7(A), stating its intent to petition for the annexation of approximately 23 square miles of territory in Prince George County...
