The Circuit Court of St. Louis County granted the respondent cities' requests for declaratory judgments authorizing annexation by the City of Bridgeton and the City of Creve Coeur of unincorporated territories in St. Louis County. The Missouri Court of Appeals, Eastern District, reversed the circuit court in the City of Bridgeton case. This Court granted transfer.
