Appellant Stephen D. Uber was arrested on January 31, 1989, at 2:52 a.m. near the intersection of Mackubin Street and University Avenue in St. Paul. Appellant was charged with driving after revocation and driving with an expired license. He filed a pretrial motion contesting the validity of the stop that led to his arrest.
