This case arises out of the 1988 elections for Governor and Lieutenant Governor of the State of Delaware. Gary E. Hindes ("Hindes"), the Democratic candidate for Lieutenant Governor, contends that Governor Michael N. Castle ("Castle"), Lieutenant Governor Dale E. Wolf ("Wolf") and their respective campaign committees violated the Racketeer Influenced and Corrupt Organizations Act ("RICO"), 18 U.S.C. §§ 1961-1968...
