We are called upon for the first time to review an administrative decision on a complaint charging discrimination on the basis of citizenship status in violation of 8 U.S.C. § 1324b of the Immigration Reform and Control Act of 1986, Pub.L. No. 99-603, 100 Stat. 3359 (Nov. 6, 1986).

Under the provisions of that Act, employers are subject to sanctions for hiring aliens who are not authorized...
