FACTS

Respondent Jeffrey P. Hall is a disabled veteran. On February 3, 1989, he applied for a position as a full-time laborer with the City of Champlin. Gerald Ruppeluis, Director of Public Works for the city, reviewed Hall's application along with 107 others for two open laborer positions.
