Appellant Lloyd G. Ratliff was convicted by a jury of six counts of violating the National Stolen Property Act, 18 U.S.C. § 2314 (1982). Section 2314 prohibits the interstate transportation of money or property with a value in excess of $5,000 if the money or property was procured by a scheme or artifice to defraud.
